Student visa (subclass 500) for Kuwaiti students: money, English, Genuine Student and what a government scholarship changes

What the Department of Home Affairs asks for, explained for Kuwaiti families, with the rules checked on 28 September 2026.

If you have an offer from an Australian university, the Student visa (subclass 500) is the next gate. The rules are the same for every nationality, but a few of them land differently for Kuwaiti families, especially if a Kuwaiti government scholarship is paying. This guide walks through what the Department of Home Affairs asks for, in the order you will need it. Every rule below was checked on the official pages on 28 September 2026 [S1].

What you need, in one table

Money: what you have to show

Home Affairs wants evidence that you can support yourself for your stay. There are two main ways to show it [S1].

1. Funds for travel, tuition and living costs. As a guide, the department's figures are:

  • living costs of AUD29,710 a year for the student;
  • AUD10,394 for a partner and AUD4,449 for each child who comes with you;
  • school costs of at least AUD13,502 a year for each school-age child;
  • travel of AUD2,000 for applicants from Kuwait (the "anywhere else outside Australia" rate);
  • tuition for the first year, less anything you have already paid.

2. Parents' income instead of savings. You can show that your parents (or partner) earned at least AUD87,856 in the 12 months before you apply, or AUD102,500 if family members are coming with you. The evidence is official documents such as tax assessments, not a letter from an employer.

A balance that appears in a bank account for one day does not show that the money is genuinely available to you. Families who move money in shortly before lodging should expect questions.

English: which scores the visa accepts

The visa has its own English minimums. They are not the same as your university's entry score or the MoHE scholarship requirement. For tests taken on or after 7 August 2025 [S1]:

Three practical points:

  • Tests taken online or "at home" are not accepted for Australian visas, including IELTS Online and the TOEFL iBT Home Edition.
  • From 21 January 2026, TOEFL candidates must choose "Taking TOEFL for Australia" when registering.
  • Whether you must submit English evidence at lodgement depends on your passport and course. Run the Document Checklist Tool with a Kuwaiti passport and do not assume an exemption [S4]. Home Affairs can ask for English evidence at any time during processing.

The Genuine Student questions

Every applicant must satisfy the Genuine Student (GS) requirement, which replaced the Genuine Temporary Entrant test for applications lodged from 23 March 2024 [S2]. The online form asks you to:

  1. give details of your current circumstances, including ties to family, community, employment and your economic situation;
  2. explain why you want to study this course, in Australia, with this provider, and what you understand about the course and about studying and living in Australia;
  3. explain how completing the course will benefit you;
  4. add any other relevant information.

Each answer is limited to 150 words and must be in English. Home Affairs gives more weight to statements supported by documents, so attach them in ImmiAccount. Useful evidence includes transcripts, your sponsor's letter, family and employment ties in Kuwait, and your reasons for not studying a similar course at home if one exists [S2].

The department also says that genuine students may later develop skills Australia needs and choose to apply for permanent residence, and that this kind of future intention does not count against you [S2]. Say what is true about your plans.

What a Kuwaiti government scholarship changes, and what it doesn't

A scholarship from the Kuwaiti Ministry of Higher Education helps in one clear way and in several ways families sometimes assume it does not.

It does help with processing priority. Home Affairs processes student visas in priority order. "Foreign and Australian government scholarship students" are in Priority 1, the highest group [S3]. Priority affects the order in which applications are handled. It does not change whether the visa is granted or refused.

It does not make you "Commonwealth sponsored". Several visa concessions apply only to students sponsored by the Australian Government. Home Affairs states that you are not Commonwealth sponsored if you are sponsored by the government of your home country [S1]. Plan to meet the English, financial and fee requirements like any other applicant.

Your scholarship paperwork is still useful evidence. A sponsor letter showing who pays and for how long supports both your financial capacity and your Genuine Student answers.

Health cover from the day you land

If you apply from outside Australia, your OSHC must start on the day you arrive, not the day your course starts. If you travel early, the start date must match your arrival date [S1]. Family members on your application need cover too. Scholarship students should check which insurer and policy the Kuwait Cultural Office arranges before buying cover yourself.

Applicants under 18

Students under 18 must have welfare arrangements in place for their time in Australia, either a parent or eligible relative acting as guardian or arrangements approved by the education provider [S1]. If you turn 18 before you arrive, tell Home Affairs, because some of this may no longer apply. Scholarship students also have Kuwait Cultural Office rules about travelling with a companion.

Common mistakes

  • Treating the MoHE scholarship English score as enough for the visa.
  • Sitting an at-home English test that the visa does not accept.
  • Showing a large deposit that appeared days before lodging, with no explanation of where it came from.
  • Writing generic Genuine Student answers that do not mention your own ties, course or plans.
  • Starting OSHC on the course start date instead of the arrival date.
  • Assuming a Kuwaiti government scholarship brings Australian "sponsored student" concessions.

Frequently asked questions

Do Kuwaiti scholarship students pay the visa application charge?
Yes. The concessions for sponsored students cover students sponsored by the Australian Government, and Home Affairs says a student sponsored by their home government is not Commonwealth sponsored. Check the current charge with the Home Affairs Visa Pricing Estimator before you lodge.
Can we use my parents' income instead of savings?
Yes, if they earned at least AUD87,856 in the 12 months before you apply, or AUD102,500 if family members come with you, shown with official documents such as tax assessments.
Is IELTS 5.5 enough for the visa?
Only if your main course is packaged with at least 10 weeks of English (ELICOS) or a Foundation or eligible pathway program. Otherwise the visa minimum is IELTS 6.0 for tests taken on or after 7 August 2025.
Does a scholarship make my visa faster?
Government scholarship students are in the highest processing priority group, which affects the order of processing. It does not guarantee a grant.
Can I write one long Genuine Student statement instead?
Home Affairs prefers answers in the online form, each up to 150 words, with supporting documents attached.
