Will Kuwait recognise my Australian degree? The checks to make before you accept an offer

Admission and recognition are two different decisions. Here is how to check the second one before you commit to the first.

It is entirely possible to receive a genuine Australian offer, be granted a visa and complete the degree, and still find that Kuwait will not recognise it. Nothing in the Australian process checks the Kuwaiti rules for you.

In Australia, universities decide who they admit. In Kuwait, the Ministry of Higher Education (MoHE) decides which foreign degrees it will recognise, and it sets those rules in advance. The two decisions are separate, and the second one is the one that matters when you come home. This guide explains the rules for Australian study and the checks to make before you accept an offer.

Admission is not recognition

An Australian university can enrol you if you meet its entry requirements and the course is registered to take international students on CRICOS, the Australian register of institutions and courses for overseas students [S7]. CRICOS registration tells you the course is legitimate in Australia. It says nothing about Kuwait.

Kuwaiti students may study abroad only at universities named in a ministerial decision issued on the recommendation of Kuwait's National Bureau for Academic Accreditation and Education Quality Assurance [S2]. For Australia, KCO publishes that decision on its approved-universities page [S1].

Check 1: is the university on the approved list?

The approved Australian universities for bachelor's and postgraduate study are set by Ministerial Decision 44 of 2018 [S1] [S2]. KCO still lists it as the current decision for Australia.

  • Open the KCO approved-universities page and download the decision [S1].
  • Find the exact legal name of your university, not a campus brand, a college or a partner provider.
  • Save a dated copy of the page and the decision.

If your university has merged or changed its name since 2018, do not assume the old approval carries over. Ask KCO in writing and keep the reply. We have not found an official statement on how the merged Adelaide University is treated.

Check 2: does the programme meet MoHE's conditions?

Approval of the university is not the end of it. Decision 44/2018 sets conditions on the programme itself [S2]:

  • Traditional study with regular attendance during the study week (Article 2).
  • An established programme: it must have run for the full duration needed to award the degree, with its first cohort already graduated (Article 3).
  • Not an executive programme for a master's degree (Article 4).

Decision 60/2025, which covers the "distinguished" scholarship lists, repeats these conditions and extends the executive exclusion to bachelor's and doctoral programmes too [S3].

In practice: a brand-new degree, a course taught mainly online, or an "executive" master's aimed at working professionals can fail these tests even at an approved university.

Check 3: will you study full time, in Australia?

Kuwait's equivalency regulation, which is applied when you ask for your degree to be recognised after graduation, adds three requirements [S4]:

  1. You must have had MoHE's prior approval to study abroad. The regulation is explicit that prior approval "is not considered a commitment to approve equivalency of the degree after graduation".
  2. The institution and the programme must have been on the approved list at the time you enrolled.
  3. Diploma and first-degree study must be by full-time attendance, defined as full-time study with full residence in the country of study.

So study mode matters as much as the institution. Part-time, online or blended study, or long periods outside Australia during semesters, put recognition at risk. The published rules do not document exceptions.

Check 4: have KCO certify your offer before you start

Students open a file with KCO and upload their offer and supporting documents for certification [S5]. KCO's requirements contain two warnings worth printing out [S6]:

  • the offer is not certified if you apply for certification after the start date of your study; and
  • you must study full time, be present in the country of study during the regular semester, and give KCO proof of presence every semester.

Apply for certification as soon as you have the offer. Do not start classes and plan to "sort it out later".

If you want a scholarship: the distinguished lists

Decision 60/2025 adopts lists of "distinguished" academic fields at Australian institutions, based on Times Higher Education rankings, for bachelor's and postgraduate study [S3]. These lists are tied to the MoHE Distinguished Scholarships Programme and its benefits. They do not replace the general approved list in Decision 44/2018.

If you are applying for a scholarship, check both: whether your university is approved for study at all, and whether your field and university appear on the distinguished list for the scholarship you want.

What to keep on file

Recognition decisions are made years after you enrol, based on the rules that applied when you started. Keep a dated folder with:

  • the KCO approved-universities page and the decision in force when you enrolled;
  • the course page showing delivery mode (on campus, full time) and the year the course began;
  • your offer letter and KCO's certification;
  • MoHE's prior approval or scholarship letter;
  • each semester's proof of presence and your enrolment confirmations;
  • any written answers from KCO about your case.

Frequently asked questions

Is every Australian university recognised in Kuwait?
No. Kuwaiti students may study only at universities named in the relevant ministerial decision. For Australia that is Decision 44/2018, published by the Kuwait Cultural Office.
My university is on the list. Is my degree automatically recognised?
Not automatically. The programme must also meet MoHE's conditions (regular attendance, an established programme, not executive), you must study full time while living in Australia, and you need MoHE's prior approval and KCO certification of your offer.
Does CRICOS registration mean MoHE approval?
No. CRICOS registration allows an Australian provider to enrol international students. MoHE approval is a separate Kuwaiti decision.
Can I study online or part time?
The published rules require full-time study with regular attendance and residence in the country of study, and they do not document exceptions. Ask KCO in writing before choosing any online or part-time option.
Does a high world ranking help?
Rankings matter for the distinguished scholarship lists under Decision 60/2025, but they do not replace the approved list in Decision 44/2018.
When should I contact the Kuwait Cultural Office?
As soon as you have an offer, and always before your study start date, because KCO does not certify offers submitted after the start date.
